The Pope, Johas the 4th, has called a crusade to kill off all "undesirables"
Undesirables are any one that isn't Catholic or Christian, has a disfigurement, a mental disorder, or can use magic.

Rebels get magic abilities, and crusaders get blessings.
Magic abilities are like action things, like healing or maybe you can freeze things.
Blessings are passive, and don't need to be activated, like increased strength or extra senses, hell, maybe you can't feel pain, or even fear.
